If the devs had a near-complete version of it hidden away somewhere, I'm not aware of it and I don't know why they'd have just held onto it for so long instead of simply finishing and releasing it a year ago. I don't have the inside scoop, but according to humble users (who got a half-done and botched u99 patch around the time the devs had their breakdown and stopped development), the existing version of u99 was so bad and broken that people strongly preferred to play u98.
